液態(tài)制冷劑 CFC-11和HCFC-123的測(cè)定 頂空/氣相色譜-質(zhì)譜法（編制說明）
2019年1月，生態(tài)環(huán)境部辦公廳發(fā)布《關(guān)于建設(shè)工業(yè)產(chǎn)品中消耗臭氧層物質(zhì)監(jiān)測(cè)實(shí)驗(yàn)室的通知》（環(huán)辦監(jiān)測(cè)函〔2019〕10號(hào)），下達(dá)了由中國環(huán)境監(jiān)測(cè)總站（以下簡稱“總站”）牽頭制定工業(yè)產(chǎn)品中消耗臭氧層物質(zhì)（Ozone-DepletingSubstances，ODS）監(jiān)測(cè)方法的標(biāo)準(zhǔn)項(xiàng)目計(jì)劃。
為貫徹《中華人民共和國環(huán)境保護(hù)法》《中華人民共和國大氣污染防治法》，防治生態(tài)環(huán)境污染，改善生態(tài)環(huán)境質(zhì)量，規(guī)范液態(tài)制冷劑中CFC-11 和HCFC-123 的測(cè)定方法，制定本標(biāo)準(zhǔn)。
本標(biāo)準(zhǔn)規(guī)定了測(cè)定液態(tài)制冷劑中CFC-11 和HCFC-123 的頂空/氣相色譜-質(zhì)譜法。本標(biāo)準(zhǔn)的附錄A～附錄C 為資料性附錄。

Determination of liquid refrigerants CFC-11 and HCFC-123 by headspace/gas chromatography-mass spectrometry (preparation instructions)
In January 2019, the General Office of the Ministry of Ecology and Environment issued the Notice on the Construction of Monitoring Laboratories for Ozone Depleting Substances (ODS) in Industrial Products (HBMCH [2019] No. 10), which issued a standard project plan for the development of monitoring methods for ozone depleting substances (ODS) in industrial products led by the China Environmental Monitoring Station (hereinafter referred to as the "Central Station").
This standard is formulated to implement the Environmental Protection Law of the People's Republic of China and the Law of the People's Republic of China on the Prevention and Control of Air Pollution, prevent and control ecological environmental pollution, improve the quality of ecological environment, and standardize the determination methods of CFC-11 and HCFC-123 in liquid refrigerants.
This standard specifies the headspace/gas chromatography-mass spectrometry for the determination of CFC-11 and HCFC-123 in liquid refrigerants. Appendices A to C of this standard are informative.
